Proposes a constitutional amendment to Section 41 of Article X regarding the Oklahoma Education Lottery Trust Fund, requiring voter approval through referendum

Grants any Oklahoma resident standing to file lawsuits in the Oklahoma Supreme Court or district courts to enforce proper use of lottery trust fund revenues for education

Authorizes courts to issue writs of mandamus directing the State Treasurer to transfer money from the General Revenue Fund to the Oklahoma Education Lottery Trust Fund if funds were improperly supplanted

Requires the Legislature to replace supplanted education funds before making any other appropriations if the State Board of Equalization finds lottery revenues were used to substitute for other education funding

Maintains the trust fund's existing restrictions limiting expenditures to K-12 education, early childhood programs, higher education scholarships, educational facility construction, technology, and teacher retirement
