Proposes a constitutional amendment adding Section 100 to Article X of the Oklahoma Constitution, to be referred to voters for approval or rejection

Terminates existing constitutional provisions authorizing ad valorem millage rates on July 1 following enactment of replacement legislation by the Legislature

Grants the Legislature authority to establish ad valorem millage rates by statute for general and building funds of counties, school districts, cities, towns, hospitals, emergency medical service districts, and other local taxing entities

Excludes sinking fund millage rates used to pay bond debt (under Section 26 of Article X) and millage rates for civil judgments against political subdivisions from these changes

Requires implementing legislation to contain a specific statement citing this constitutional section as its authority
