Directs the Secretary of State to refer a constitutional amendment to Oklahoma voters that would repeal Sections 2, 3, 4, and 6 of Article XXVIII and amend Sections 7, 8, 9, and 10 regarding alcoholic beverage regulation

Establishes a three-tier distribution system requiring manufacturers to sell only to licensed wholesale distributors, and wholesale distributors to sell only to licensed alcoholic beverage retailers, with nondiscrimination in pricing required at each level

Eliminates the separate regulatory treatment of low-point beer and removes restrictions on individual drink sales for on-premises consumption

Modifies tax distribution so 97% of retail sales taxes are allocated with one-third to counties/cities based on area and population and two-thirds to the General Revenue Fund, with 3% going to the Oklahoma Tax Commission Fund

Requires the Legislature to bring existing statutes into conformity within one year of adoption, after which any conflicting laws become null and void
