Eliminates the Oklahoma State Regents for Higher Education, a nine-member coordinating board established in the state constitution

Transfers powers currently held by the State Regents to individual boards of regents or governing boards at each higher education institution, including authority to prescribe standards, determine courses of study, grant degrees, and recommend budgets and fees

Changes legislative appropriations from consolidated funding through the State Regents to direct appropriations to each institution's board of regents or governing board

Requires private, denominational, and other higher education institutions to coordinate with the Oklahoma State System of Higher Education under regulations set by the Legislature rather than the State Regents

Directs the Secretary of State to refer the proposed constitutional amendments to Sections 2, 3, and 4 of Article XIII-A and Section 4 of Article XIII-B to voters for approval or rejection
