Proposes constitutional amendment to Section 23 of Article X regarding Oklahoma's Constitutional Reserve Fund (Rainy Day Fund), to be placed before voters for approval or rejection

Authorizes the Legislature to make direct appropriations, transfers, and apportionments of tax or other public revenues to the Constitutional Reserve Fund, provided the source is not otherwise prohibited by the Oklahoma Constitution

Allows the Legislature to modify by statute the maximum balance cap for the Constitutional Reserve Fund, which is currently set at 15% of the General Revenue Fund certification from the preceding fiscal year

Permits legislative modifications to the fund cap to be enacted even over a gubernatorial veto

Requires the Secretary of State to refer the proposed amendment to voters and directs the Chief Clerk of the House to file copies with the Secretary of State and Attorney General
