Directs the Secretary of State to refer a proposed constitutional amendment to Section 4 of Article VII-B to Oklahoma voters for approval or rejection.

Changes the Judicial Nominating Commission requirement from submitting three (3) names to submitting a list of all qualified nominees for vacant judicial offices.

Requires the Governor to appoint one nominee from the submitted list within 60 days, or the Chief Justice of the Supreme Court shall appoint one if the Governor fails to act.

Establishes ballot title explaining that the measure expands the nominee list from three names to all qualified candidates for judicial office selection.

Directs the Chief Clerk of the House to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
