Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters for approval or rejection.

Adds Section 17 to Article VII of the Oklahoma Constitution to allow rules of professional conduct for judges and attorneys to be established through the initiative process or by the Legislature through statute.

Preserves the Code of Judicial Conduct for judges and judicial candidates and the Rules of Professional Conduct for attorneys in effect on the amendment's effective date until new rules are established.

Establishes ballot title describing the measure as allowing the people through initiative and the Legislature to establish codes of conduct for judges and attorneys.

Requires the Chief Clerk of the House to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
