Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters for approval or rejection in accordance with state law.

Creates a new Section 1A in Article VII of the Oklahoma Constitution, to be known as the "Judicial Reform Amendment."

Establishes ballot language stating "This measure amends the Oklahoma Constitution. It creates the Judicial Reform Amendment." with yes/no voting options.

Requires the Chief Clerk of the House to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
