Directs the Secretary of State to refer a proposed constitutional amendment to Section 4 of Article VII to Oklahoma voters for approval or rejection.

Allows Oklahoma citizens to overturn Supreme Court opinions on the constitutionality of a law through either the referendum petition process or a legislative referendum.

Maintains the Court of Criminal Appeals' exclusive appellate jurisdiction in criminal cases until otherwise provided by statute.

Establishes ballot language that explains citizens may overturn certain Supreme Court rulings if the Court issues an opinion on constitutionality, with the process initiated by referendum petition or legislative referendum.

Requires the Chief Clerk of the House to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
