HJR 1070 Summary

• Approves the Oklahoma Academic Standards for English Language Arts and Mathematics submitted by the State Board of Education on February 1, 2016, in whole with specific instructions.

• Requires the State Board of Education to review suggested clarifications and revisions from the South Central Comprehensive Center and outside reviewers, compile them into a list, and submit to reviewers for comments by the beginning of the 2017-2018 school year.

• Directs the State Board to revise standards based on deemed necessary changes or consensus reached by outside reviewers, then submit a report to all legislators outlining revisions made or explaining why revisions were not made.

• Amends Oklahoma Statutes Section 11-103.6a-1 to clarify that the Legislature may approve, disapprove, amend, or approve standards with instructions via joint resolution, and standards shall be published in the Oklahoma Administrative Code with the force and effect of law.

• Declares an emergency, allowing the resolution to take effect immediately upon passage and approval.
