HJR1071 Summary

• Disapproves in part the Oklahoma Academic Standards for English Language Arts and Mathematics submitted by the State Board of Education on February 1, 2016, with instructions for revision.

• Requires the State Board of Education to compile suggested clarifications and revisions from the South Central Comprehensive Center comparison analysis and designated outside reviewers, submit the list for outside reviewer comments, and revise standards accordingly.

• Mandates resubmission of revised standards to the Speaker and President Pro Tempore prior to the last 15 days of the 2nd Session of the 55th Legislature or last 30 days of the 1st Session of the 56th Legislature for legislative review.

• Amends Section 11-103.6a-1 of Title 70 to clarify that the Legislature may approve, disapprove, amend, or disapprove with instructions subject matter standards by joint resolution, and establishes that revised standards may be resubmitted within 15 days of the 2nd Session of the 55th Legislature.

• Declares an emergency effective upon passage and approval, directing the Secretary of State to distribute copies to the Governor and Oklahoma Register.
