Instructs the Office of Management and Enterprise Services to follow the contract terms and provide MedEncentive with necessary HealthChoice utilization data for its mutual accountability program (MAP) pilot project.

Requires the Office of Management and Enterprise Services and MedEncentive to jointly engage an independent population health expert to conduct a proper and unbiased evaluation of the MedEncentive program's cost-containment capabilities.

Directs distribution of the resolution to Preston Doerflinger, Oklahoma Secretary of Finance and Revenue and Director of the State Office of Management and Enterprise Services.

References Section 1329.1 of Title 74 of the Oklahoma Statutes, which requires the state to contract with a vendor to test cost-containment capabilities of a mutual accountability program among teachers, state employees, and physicians covered by HealthChoice.
