Directs OMES and MedEncentive to jointly engage an independent expert in population health to conduct a proper and unbiased evaluation of the MedEncentive program's cost-containment capabilities.

Asserts that MedEncentive's mutual accountability program (MAP) has demonstrated the ability to save millions in healthcare dollars and save lives by incentivizing doctors and patients to follow best clinical practices.

States that failure to provide requested data prevented MedEncentive from fulfilling its obligations under the pilot project contract required by Section 1329.1 of Title 74 of the Oklahoma Statutes, invalidating the pilot and wasting taxpayer dollars.
