Changes the reporting frequency for school dropouts from quarterly to annually, as scheduled by the State Department of Education

Requires superintendents, principals, or head teachers of public and private middle, junior high, and high schools to report the name, address, race, and age of any student who drops out

Dropout statistics are tabulated by grade and school district and shared with the Oklahoma Department of Career and Technology Education, Bureau of Indian Affairs, Military Department, and State Department of Health

Defines a school dropout as any student under age 19 who has not graduated high school and is not attending school or receiving an education pursuant to law

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage
