Maintains existing framework requiring the City of Oklahoma City to assume operation and maintenance responsibility for the AICCM, with the state having no funding obligation after fiscal year ending June 30, 2016

Preserves revenue-sharing provisions requiring 50% of revenues exceeding $7 million annually to be credited to the State General Revenue Fund until $25 million is repaid

Declared an emergency measure to take effect immediately upon passage and approval
