Amends Section 1277 to allow licensed handgun holders to carry concealed or unconcealed weapons into government-designated parks, recreational areas, and fairgrounds, while still prohibiting entry into buildings or structures within those areas that are otherwise restricted

Removes a construing provision that previously clarified licensed handgun holders could not enter prohibited structures, buildings, or office spaces when accessing parks and recreational areas

Clarifies immunity provisions under Section 1290.24 by explicitly stating that the state, political subdivisions, and their officers, agents, and employees are immune from liability for actions or misconduct committed by licensed handgun carriers

Specifies that immunity provisions do not apply to claims under the Administrative Workers' Compensation Act
