Authorizes pawnbrokers to submit transaction reports electronically to a law enforcement-only database as an alternative to providing physical copies

Consolidates reporting requirements by eliminating a separate section for pawn-only transactions, now covering both buy and pawn transactions under the same provision

Maintains existing requirements for transaction reports including customer identification, item descriptions, serial numbers, and written declarations of ownership

Effective date: November 1, 2016
