Prohibits private process servers and their agents (runners, cappers, steerers) from soliciting clients in courthouses or properties where court proceedings or services take place

Exempts mass-communication advertising (television, radio, newspapers, magazines, billboards, internet) and procurement from court clerk's lists from the solicitation prohibition

Declares any contract for process server services obtained through prohibited solicitation void and unenforceable

Violation constitutes a misdemeanor punishable by a fine up to $500, up to 30 days in county jail, or both
