Amends Oklahoma's judicial review statute (22 O.S. Section 982a) to create a new exception to the 24-month sentence modification deadline for certain long-serving inmates

Eligible inmates must meet all five criteria: originally tried as an adult, no prior or subsequent convictions, sentenced to more than 15 years imprisonment, served at least 15 years, and maintained level-four best behavior status for at least 10 years while completing all available DOC programs

Excludes convicted felons who were confined in any state or federal prison for a previous felony conviction during the 10-year period before their current sentence was imposed

Requires district attorney consent for modifications to sentences imposed pursuant to plea agreements or jury verdicts

Effective date of November 1, 2016
