Lowers the county population threshold for higher education institutions and community colleges to sponsor charter schools from 500,000 to 25,000 residents, based on the Federal Decennial Census

Expands charter school sponsorship eligibility to accredited comprehensive or regional institutions in The Oklahoma State System of Higher Education and community colleges in smaller counties

Maintains existing sponsorship requirements including that charter schools must be located within the school district boundaries where the sponsor operates

Declares an emergency and sets an effective date of July 1, 2016
