Creates the Teaching Certification Scholarship Program to help teacher candidates pay for required competency examinations needed for certification in Oklahoma

Limits scholarships to one per teacher candidate, with eligibility criteria to be established by the Commission for Educational Quality and Accountability

Requires scholarship recipients to declare they will teach for a minimum of 1 year in an accredited Oklahoma school district or reimburse the full scholarship amount

Establishes the Teaching Certification Scholarship Revolving Fund in the State Treasury, funded by legislative appropriations and public/private donations and grants

Effective date: January 1, 2017
