Second or subsequent animal cruelty offenses remain a felony, punishable by up to 5 years imprisonment in Department of Corrections custody or a fine up to $5,000

Requires convicted offenders to pay all impoundment fees, board and care costs, and veterinary charges before any maltreated animal can be released

Covers willful or malicious torture, killing, beating, maiming, or deprivation of food, drink, shelter, or veterinary care for any animal in subjugation or captivity
