Amends Oklahoma Statutes to require that State Treasury payments be made solely through electronic payment mechanisms, with the State Treasurer authorized to grant exemptions that must be published on the Treasurer's website

Allows taxpayers to elect to receive income tax refunds by a method other than card-based disbursement systems (such as prepaid debit cards)

Requires notice of the right to opt out of card-based refunds to be included on the face of the Individual Resident Income Tax Return

Removes references to "Office of Management and Enterprise Services" throughout the statutes, conforming language to simply refer to "the Director"

Effective date: November 1, 2016
