Amends Oklahoma law requiring motor vehicles to maintain at least 3 feet of distance when overtaking and passing bicycles

Removes the previous $500 fine for violations causing serious physical injury and replaces it with enhanced penalties for violations causing serious injury or death

Establishes a maximum fine of $1,000 for violations resulting in serious injury or death of another person

Requires violators to appear in district court, where a judge must either order completion of a traffic safety course plus up to 100 hours of community service, or impose an additional fine up to $5,000 and a 90-day license suspension

Effective date of November 1, 2016
