Requires wireless telecommunications carriers to provide cell phone location information to law enforcement agencies responding to emergency calls or situations involving risk of death or serious physical harm

Defines "law enforcement agency" as municipalities, sheriff's offices, or public agencies with employees who make arrests, execute warrants, perform searches, prevent/detect crime, or enforce penal and traffic laws

Grants legal immunity to wireless carriers, their officers, employees, and agents for providing call location information in good faith under this act

Mandates all wireless carriers and resellers in Oklahoma submit emergency contact information to the Oklahoma State Bureau of Investigation annually by June 15th or immediately upon any change

Requires OSBI to maintain a database of carrier emergency contacts and make it immediately available to all public safety answer points statewide; effective November 1, 2016
