Reduces required operating hours for port of entry weigh stations from 24 hours per day to 18-20 hours per day, 7 days a week, subject to funding availability

Eliminates the 50/50 split of remaining fine and penalty revenue between the Trucking One-Stop Shop Fund and Weigh Station Improvement Revolving Fund; all remaining revenue now goes to the Trucking One-Stop Shop Fund

Allocates $2,150,000 from permit fees to the Department of Public Safety for FY 2016-2017 for training port of entry officers, decreasing to $1,500,000 annually in subsequent years for staffing purposes

Increases the threshold for deposits to the Weigh Station Improvement Revolving Fund from $1,216,000 to $3,366,000 for FY 2016-2017, and to $2,716,000 for subsequent years

Effective July 1, 2016, with an emergency clause for immediate implementation upon passage
