Amends the Oklahoma Solicitation of Charitable Contributions Act to extend violations to "persons appearing to act" as charitable organizations, professional fundraisers, or professional solicitors, not just those formally registered in such capacities

Violations include making false statements on registration applications, using names without consent in solicitations, using deceptively similar names, failing to register, and employing fraudulent schemes to obtain contributions

Authorizes the Attorney General and district attorneys to bring civil actions seeking declaratory judgments, injunctions, actual damages, restitution, registration revocation, and civil penalties up to $10,000 per violation

Criminal convictions for false statements, deceptive names, or fraudulent schemes constitute felonies punishable by fines up to $10,000, imprisonment up to 5 years, or both
