Establishes "The Oklahoma Multi-year Revenue and Expenditure Projection Act" requiring state agencies to extend revenue and budget estimates from one year to three years (the ensuing fiscal year plus two additional fiscal years)

Requires the Oklahoma Tax Commission to provide economic reports covering the current fiscal year, ensuing fiscal year, and following two fiscal years, including national and state economic forecasts

Mandates appropriated agencies submit itemized estimates of needs, expected revenues, and capital lease requirements for three fiscal years instead of one

Expands distribution of Tax Commission reports to include members of the Senate Appropriations and Finance Committees and House Appropriations and Budget Committee, in addition to legislative leadership

Requires the Office of Management and Enterprise Services to publish a multi-year budget trend analysis by November 1 covering four fiscal years total, to be distributed to legislative leadership and appropriations committee members
