Limits the Reading Sufficiency Act's mandatory requirements to "participating public school districts," defined as districts that received a grade of "D" or "F" on the previous year's annual report card issued under Section 1210.545

Districts with higher grades (A, B, or C) would no longer be subject to the Act's mandatory reading assessments, remediation programs, retention policies, and reporting requirements for kindergarten through third-grade students

Retains all existing provisions of the Reading Sufficiency Act including third-grade retention for students not reading at grade level, good-cause exemptions, probationary promotion options, and the READ Initiative—but applies them only to lower-performing districts

Updates statutory references to change the "Oklahoma Commission for Teacher Preparation" to the "Oklahoma Commission for Educational Quality and Accountability"

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage
