Amends 59 O.S. 2011, Section 1151.22 to allow legitimately exempt persons to use an affidavit of exemption for workers' compensation insurance, which must be attached to the contract and is limited to residential construction projects only

Requires all workers on commercial roofing projects to be covered by workers' compensation insurance as employees of the registered roofing contractor

Permits day laborers to satisfy workers' compensation requirements by providing an affidavit from their temporary labor agency showing coverage

Prohibits registered roofing contractors from hiring out-of-state companies, unregistered persons, or independent contractors who lack required workers' compensation insurance or employee status

Grants homeowners immunity from liability in the workers' compensation system for injuries or deaths to workers on roofing projects performed by registered contractors
