Establishes "The Oklahoma Multi-year Revenue and Expenditure Projection Act" requiring state agencies to extend revenue and expenditure projections from one year to three years (the ensuing fiscal year plus two additional fiscal years)

Requires the Oklahoma Tax Commission to provide comprehensive economic reports covering the current fiscal year, ensuing fiscal year, and two following fiscal years, including national and state economic forecasts

Expands distribution of fiscal reports to include members of the Senate Appropriations and Finance Committees and the House Appropriations and Budget Committee, in addition to legislative leadership

Mandates the Office of Management and Enterprise Services publish a multi-year trend analysis of the state's budget outlook by November 1 each year, covering four fiscal years total

Declares an emergency clause making the act effective immediately upon passage and approval
