Subcommittees of the House Appropriations and Budget Committee and Senate Appropriations Committee must establish budget performance measurements for each spending agency under their jurisdiction

Performance measurements must provide measurable data to determine if agencies are performing duties in the most cost-effective manner possible

All spending agencies, whether or not they receive state appropriations, must submit analysis reports as required by subcommittees to demonstrate they have met established performance measurements

Subcommittees may establish performance measurement requirements for the forthcoming fiscal year and additional future fiscal years as deemed appropriate

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
