Transfers functions and duties of the Division of Central Accounting and Reporting to the Office of the State Treasurer effective January 1, 2017

Division responsibilities include settling all state claims, verifying tax distributions to local governments, recovering state debts, and maintaining central budget accounts

Requires preparation of uniform budget and accounting classifications for all state agencies and issuance of financial reports at least quarterly

Division must certify fund requisitions to the Director of the Office of Management and Enterprise Services and establish a pre-audit system for settling claims statewide

Declared an emergency measure, taking effect immediately upon passage and approval
