Amends 62 O.S. 2011, Section 34.95 to authorize subcommittees of the House Appropriations and Budget Committee and Senate Appropriations Committee to establish budget performance measurements for each spending agency under their jurisdiction

Requires all spending agencies, regardless of whether they receive state appropriations, to submit analysis reports as required by subcommittees to demonstrate whether they have met established performance measurements

Performance measurements must provide measurable data to help the Legislature and Governor determine if agencies are performing duties in the most cost-effective manner possible

Subcommittees may establish performance requirements for the forthcoming fiscal year and additional future fiscal years as deemed appropriate

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
