Amends 62 O.S. 2011, Section 34.95 to expand the duties of legislative appropriation committees in the Oklahoma House and Senate

Requires each appropriation subcommittee to establish budget performance measurements for every spending agency under its jurisdiction to assess cost-effectiveness

Mandates all spending agencies, regardless of whether they receive state appropriations, to submit analysis reports demonstrating whether they have met established performance measurements

Allows subcommittees to set performance requirements for the upcoming fiscal year and additional future fiscal years as deemed appropriate

Effective date of July 1, 2016, with an emergency clause for immediate effect upon passage and approval
