State Registrar of Vital Statistics must provide Department of Human Services electronic records of all births and paternity establishments, plus acknowledgment of paternity documents

State Department of Health must transmit monthly certified electronic lists of all registered deaths and birth records to Department of Human Services for program administration

Department of Human Services may use birth records to administer child welfare, adoptions, child care, child support, and central paternity registry programs

Birth certificates can be amended to show paternity upon receipt of electronic records from Department of Human Services indicating acknowledgment of paternity or court order has been established

Paternity information may be provided to Department of Human Services when locating parents delinquent on child support payments; effective date November 1, 2015
