Amends 62 O.S. 2011, Section 34.95 to expand the authority of legislative appropriations committees regarding state agency oversight

Requires each subcommittee of the House Appropriations and Budget Committee and Senate Appropriations Committee to establish budget performance measurements for all spending agencies under their jurisdiction

Mandates all spending agencies, regardless of whether they receive state appropriations, to submit analysis reports as required by subcommittees to demonstrate compliance with established performance measurements

Performance measurements must provide measurable data to determine if agencies are performing duties in the most cost-effective manner possible

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage and approval
