Eliminates the $0.50 fee paid by the State Election Board to motor license agents for each valid voter registration application or address change application processed at their offices

Retains existing requirements for motor license agencies to offer voter registration when citizens apply for or renew driver's licenses or state ID cards

Maintains requirement that completed voter registration applications be transmitted weekly to the State Election Board in prepaid envelopes

Preserves confidentiality provisions for voter registration information collected at motor license offices

Effective date of July 1, 2016, with emergency clause allowing immediate effect upon passage
