Transfers the State Use Committee from the Office of Management and Enterprise Services to the State Department of Rehabilitation Services, effective July 1, 2016

Transfers all powers, duties, equipment, supplies, records, assets, liabilities, fund balances, and contractual obligations related to the State Use Committee to the Department of Rehabilitation Services

Creates a new State Use Committee Revolving Fund in the State Treasury, funded by the existing 1% fee on contracts for products or services of the severely disabled

Maintains the 7-member committee structure with one nonvoting member, including representatives from disability services, community providers, and state procurement

Declares an emergency, allowing the act to take effect immediately upon passage and approval
