Requires permanent guardianship orders to divest the Department of Human Services of legal custody and supervision of the child, eliminating ongoing DHS responsibility after guardianship is established

Establishes that permanent guardianship orders control over any prior custody or child support orders from administrative or district court actions until modified by subsequent court order

Creates a process for filing permanent guardianship orders in existing or new district court actions without filing fees, with clerks required to transmit orders and notify parents by first class mail

Effective date of November 1, 2016
