Prohibits expungement of criminal records for domestic violence convictions, with only two exceptions: cases where factual innocence was established through DNA evidence, or where the Governor issued a full pardon based on actual innocence

Amends Oklahoma's existing expungement statute (22 O.S. Section 18) by adding a new paragraph 13 that creates this domestic violence exception

Maintains all other existing categories for expungement eligibility, including acquittals, reversed convictions, dismissed charges, pardons, and various waiting periods for misdemeanor and nonviolent felony convictions

Effective date of November 1, 2016
