State agencies must notify the Senate President Pro Tempore, House Speaker, and Governor via email upon receiving any new or changed federal rule, regulation, or interpretation

Legislature may disapprove implementation of federal rules or regulations by joint resolution, either in part or in whole

Agencies whose federal rules are disapproved lose authority to follow, interpret, or abide by those requirements; rules imposed during legislative recess become null and void upon disapproval

Governor may veto a disapproval resolution; if the veto is not overridden, the federal rule remains authorized for state agency compliance

State agencies and employees complying with this act are exempt from liability, and rights gained under a federal rule before legislative disapproval are preserved
