State agencies with access to United States Postal Service National Change of Address dataset are authorized to share those records with the State Election Board to identify voters who may have relocated.

Secretary of State Election Board must mail address confirmation notices to registered voters identified as having changed residence, including information and forms for updating voter registration, subject to available funding.

Confirmation mailings must be sent no later than June 1 of each odd-numbered year to voters with returned mail, potential duplicate registrations in other counties or states, those who surrendered Oklahoma driver licenses, inactive voters, and those who did not vote in the second previous general election.

Secretary of State Election Board is authorized to obtain official death records from Social Security Administration and other states, compare them against the voter registration database, and transmit possible matches to county election boards for verification and removal of deceased voters.

Inactive voters and voters identified as possibly having changed address based on National Change of Address data must complete an address confirmation form before being issued a ballot; act becomes effective January 1, 2016.
