Allows Oklahoma Self-Defense Act license holders to carry concealed handguns on college, university, and technology center school property, provided the handgun remains concealed at all times

Removes the requirement for written consent from college/university presidents or technology center administrators before carrying on campus

Eliminates the administrative penalty system where schools could report violations to the Oklahoma State Bureau of Investigation, which previously could result in $250 fines and 3-month license suspensions

Removes "vocational-technical education" from the definition of "school property" where firearms are prohibited, narrowing the scope to elementary and secondary schools only

Effective date of November 1, 2016
