Requires all receipts be returned to county commissioners, and by the 25th of each month officers must notify the board of anticipated expenditures for the following month using State Auditor-prepared forms

Prohibits county officers or purchasing agents from receiving separate reimbursement for any expenses paid with the county purchase card, and declares an emergency for immediate effect upon passage
