Amends the Oklahoma Pharmacy Act to update definitions and statutory references, including clarifying terms for manufacturers, wholesale distributors, outsourcing facilities, third-party logistics providers, and pharmacy technicians

Modifies pharmacy license renewal requirements, allowing pharmacists who fail to renew by the expiration date to pay a late fee if remitted within 15 days; requires 15 hours of continuing education annually for license renewal

Expands allowable prescription delivery exceptions to permit patient-specific filled prescriptions to be shipped to prescriber clinics for patients without permanent addresses, drugs requiring special handling, sterile compounded drugs for administration, End Stage Renal Disease medications, and radiopharmaceuticals

Strengthens pharmacy benefits manager (PBM) requirements by mandating they update maximum allowable cost (MAC) pricing every 7 days, provide appeals processes within 10 business days, and disclose National Drug Code numbers when denying reimbursement appeals

Repeals sections 353.13, 353.29, 364, and 366 relating to unlawful acts, supportive personnel, renewal certifications, and alternative methods; effective date November 1, 2016
