OK SB1151

Lowers the minimum age to petition for juvenile record expungement from 21 to 18 years old (or 19 if court jurisdiction was extended)

Adds new eligibility requirement that the person must not have any pending charges, indictments, or information filed against them at the time of filing the expungement petition

Removes the previous prohibition on expungement for individuals who had deferred prosecution or deferred sentences; now only requires no criminal convictions other than minor traffic offenses

Removes court discretion to close expungement hearings, making all such hearings open
