Allows persons 21 years or older (except convicted felons) to transport a handgun in a vehicle, concealed or unconcealed, loaded or unloaded, for self-defense without a handgun license under the Oklahoma Self-Defense Act

Removes "pistol" from the list of firearms that may be transported openly and unloaded, replacing it with provisions for handgun carry under the new permitless framework

Prohibits law enforcement officers from disarming or physically restraining individuals 21 or older possessing weapons in vehicles absent reasonable and articulable suspicion of criminal activity

Effective date of November 1, 2016
