State agencies must notify the Senate President Pro Tempore, House Speaker, and Governor by email when required to adopt, follow, or submit to any new or changed federal rule, regulation, or interpretation

Legislature may disapprove any federal rule or regulation imposed on state agencies by adopting a joint resolution, in whole or in part

Upon legislative disapproval, state agencies are prohibited from following, interpreting, or abiding by the disapproved federal requirements; rules imposed while Legislature was not in session become null and void upon disapproval

If the Governor vetoes a disapproval resolution and the veto is not overridden, the federal rule is deemed authorized for state agency compliance

State agencies and employees complying with this act are exempt from liability, and rights or privileges gained under a federal rule prior to its disapproval are not affected
