State Department of Health must create a concussion management section on its website with guidelines for school districts and youth sports organizations, including information sheets, "Return to Learn" guidelines for teachers, and "Graduated Stepwise Return to Athletic Participation" protocols.

Game officials and team officials must complete annual concussion training through CDC, NFHS, or comparable programs, and must remove any athlete suspected of sustaining a concussion from practice or competition.

Athletes removed for suspected concussion cannot return to play the same day and must receive written clearance from a health care provider trained in concussion evaluation before participating again.

Health care providers, game officials, and team officials are protected from civil liability for acts or omissions in performing these duties, except in cases of gross negligence or willful misconduct.

Governing boards must establish penalties for violations: first offense requires additional concussion education, second offense results in suspension until appearing before the governing board, and monetary fines are prohibited.
